Abdulmutalib Akintade Shittu: A Portrait of an Exceptional Administrator – By Jacob Oyewale

Abdulmutalib Akintade Shittu hails from the distinguished Shittu family of Offa, Kwara State. He is a refined administrator with strong leadership instincts, a disciplined mind, and a continuous drive for knowledge and excellence.

Shittu holds a a Joint Honours Bachelor’s degree in Geography and Geology with Urban and Regional Planning from the University of Birmingham. He also earned a Master’s degree in Infrastructure Planning, Appraisal and Delivery from University College London (UCL), and further enhanced his leadership capacity with professional studies in Business and Management at the University of Oxford.

In his pursuit of professional excellence, he is a member of the Royal Town Planning Institute (RTPI), the Royal Institution of Chartered Surveyors (RICS), and the Geoinformation Society of Nigeria, institutions that reinforce standards of competence, integrity, and accountability in his work.

Shittu’s name has increasingly become associated with efficiency, structure, and results-driven performance. His ability to combine technical expertise with practical governance solutions has earned him recognition across both the public and private sectors in Nigeria and the United Kingdom.

He previously worked at the Central Bank of Nigeria (CBN), where he gained valuable experience in institutional systems and policy frameworks. His performance and professionalism soon brought him into public service under the leadership of His Excellency, Mallam AbdulRahman AbdulRazaq, Governor of Kwara State.

He was first appointed as Special Assistant on Geographic Information Systems (GIS), where he played a key role in developing the framework for the establishment of the Kwara Geographic Information Service (KW-GIS). His competence and impact led to his elevation to Senior Special Assistant, and subsequently, his appointment as the Pioneer Executive Chairman of KW-GIS.

As Executive Chairman, Shittu led the digital transformation of land administration in Kwara State. Under his leadership, land records were digitised, significantly improving transparency and efficiency. Certificates of Occupancy (C of O) processing timelines were reduced to between 14 and 30 working days. The agency facilitated documentation for over 20,000 plots and developed more than 100 new layouts in alignment with the state’s urban renewal agenda.

Through the harmonisation of land administration processes, bottlenecks were reduced, efficiency was enhanced, and the integrity of land documentation was strengthened. With the backing of the state government, KW-GIS under his leadership also took decisive steps to curb land grabbing and improve land security across Kwara State.

Beyond his public service roles, Shittu is a member of the GRID3 Nigeria National Technical Committee, contributing to data-driven governance and national development initiatives.

Looking ahead, Abdulmutalib Akintade Shittu has declared his intention to contest for the House of Representatives seat representing Ifelodun/Offa/Oyun Federal Constituency under the platform of the All Progressives Congress (APC). His entry into the race has been widely regarded as a move that brings competence, structure, and a forward-looking approach to representation.

In his declaration, he emphasised that effective representation requires active engagement, strategic thinking, and a clear understanding of governance systems. According to him, representation at the National Assembly must go beyond presence to delivering measurable impact for the people.

Shittu represents a blend of experience, capacity, and generational balance. His background in planning, governance, and institutional reform positions him as a strong candidate capable of driving legislative effectiveness, facilitating development, and strengthening constituency representation.

As the 2027 general elections approach, his candidacy presents an opportunity to consolidate progress and deliver purposeful representation for the people of Ifelodun, Offa, and Oyun.
